Mario & Sonic Olympics Wii 4 players 2 remotes?

New to Wii we have two remotes which the game picks up. However when we try to play in 4 player mode, even though the two remotes are visible on the screen we can only play off one remote. Are we doing something wrong?

I don't have the game, but I'm guessing that when you do 4 player, the game divides the two controllers into teams.
