Yes, via hacking.
Download the Homebrew Channel. Follow Instructions. Get Homebrew Browser. Follow Instructions Again. Go On Media. Scroll Down and find DVD X Download it. Get your DVD ready and click on DVD X. Install it and it's ready to use.

The feature is not activated, was removed before shipping in 06, Nintendo did not officially release why they removed it but maybe it has something to do with there new "video channel" currently in Japan
Like everything else, you should submit to Nintendo some feedback and maybe they will create a channel, such as they did the tweak when we all screamed for more space and gave us the usage of a SDHC http://www.nintendo.com/consumer/webform.jsp (-- go tell them here Good luck *
